There are schools that ban books, and control what teachers teach and how they teach. So telling them they can't allow retakes is definitely a possibility.

I took it as do mandatory grading policies not allow you to do those things such as retakes.

I told my dog and two cats last night that I wanted to sleep in until 6:30. At 5:45 they were rustling around, wanting pets and breakfast. I love them, but they couldn't waited 45 more minutes? Oh well.
