If 'her' boss in September of 2014 it was somebody at Latham. She left WH earlier in year (end May/early Jun).

FAA previously full certified transfers take 2mths to +1yr to fully certify at new facility (depends on airport type/runways, traffic volume, class of airspace, plane types, # of tower positions, 24hr facility, etc). ATCs are not immediately interchangeable. New ATC training ranges 9mths to +2yrs.
