I don't think his supporters care. That literally only got traction with democrats, and with us on the left. The Trump supporters were pretty silent about it. Does it matter to me? Yes. Did it make a difference to them? No. You don't have to distract from a thing nobody on your side cares about.

I think he was most likely trying to distract from the Bill that he calls "the big beautiful bill" that is wildly unpopular with the people. FDR had The New Deal. Teddy Roosevelt had The Square Deal. Trump will have The Bad Deal.
