I would definitely check the PSU. When I built my first PC, it would have this very subtle scratching sound when idle, but the moment I fired up my GPU, it SCREECHED. Like, ear-piercing. Not even noise-canceling headphones helped. Once I replaced the PSU, all noise was completely gone.
