Id go so far as to call them mentally ill but I feel like it would be rude to those who do have actual mental health issues to rope those type of bullies and animals with them. Its more like they went so depresso insane from trying to cope that they are far gone I suppose

Most bullies are just desperate losers or they're so delusional to themselves they want to believe they get joy from ragebaiting or bullying others, me personally id just write em off as mental for taking someone's insecurities and using it like a knife.
