The same filter work perfectly fine in Chrome and Firefox (Look how the circle merge together).

In Safari, applying a `filter: url(#goo);` will not work and cause major performance issues.

Firefox for Android does implement it, they removed support on Desktop because PWA on desktop are pretty rare and didn't have the engineering time to spare

PWA is just a term around a grouping of web STANDARDS, so yes PWA are standardized. While it's true beforeInstallPrompt is not, it's mainly because Apple refuse to support it that it not one yet since all other browser support it
