As Raskin notes, “The Supreme Court has unequivocally stated that: [T]he power to punish for contempts is inherent in all courts, has been many times decided and may be regarded as settled law.” So, where administration refuses to follow court orders, the president may be immune but others aren’t.

That’s right, and the threat of, or actual prosecution of people all around Trump—staff, agency heads, and others carrying out his agenda—would likely have a disruptive impact on the administration as it’s activities are interrupted by those prosecutions and the distractions of negative exposure.
