My guess: since the order pertains only to the one facility, ICE will move all the detainees to another facility so they can ignore the order “legally”.

While I agree with the sentiment, I feel it’s useless. Even if Congress acts, Trump and Musk will simply ignore them. And they have the backing of the current SCOTUS to say that whatever Trump and Musk does is legal.
