The work is real! Rulebooks are just harder than people think to write concisely while still managing to tell the player how to, well, play the game. :) Many designers find the blind read/play the hardest to witness!

It looks complex and interesting! Seems perfect to try to test in a Spiel. Have you tried Protospiel Online? The event just past, but there's no end of testing/testers there. :)
