I think the non-reveals were part of the Seer change - as if the true identities are revealed in the last episode then it also tells you whether the other person in the Seer meeting was lying or not.

But with the rule change this year, Charlotte wouldn’t reveal her status when she leaves - so they can’t be sure Frankie didn’t lie, and may keep on banishing…
