Given that the org's Twitter and Facebook handles contain 'hebeidaily' (without any apparent connection between 'daily' and their name) one would guess that this is connected to 河北日报.

Of course, it's familiar soft power-promoting fare (travel vlogs, beautiful landscapes, cute animals, funny clips), so this is very much at the softest end of the hard-soft propaganda spectrum – comparable to other nations' soft power-promoting orgs.

It's called 'Hebei Moment' and claims to help viewers understand 'ever-changing contemporary China' 不断变化的当代中国.

Can't find who's behind it, but this sure looks a *lot* like 外宣 in the vein of the ICCs that China Media Project has been reporting on: chinamediaproject.org/category/goi...

Important to note that ‘civilisation’ as 文明 can mean something quite different to what one imagines. For example, not ‘spreading rumours’ 谣言 is a common appeal in 文明 propaganda. So harassing or detaining journalists for spreading rumours might not be incompatible with being ‘civilised’ towards them.
