I think it begs the question whether another fully-fleshed prison was necessary for Downpour’s final level. Thematically, sure, but the incarceration motifs were already well-established via the playable intro at Ryall, cutscenes/flashbacks, memos, enemies, side quests, and Murphy’s Otherworld.

Are the Overlooks from HC and DP really the same? I recall a theory that it was temporarily “”placed”” in Central Silent Hill for the events of the former, while its actual location is on the island in the latter. This was confirmed by Tomm Hulett, but just seems like retconning.
