They didn’t remove the metadata in memos that were posted. People smarter than me were able to open the PDFs and saw that the authors were not government officials. Written by some lawyer affiliated with Project 2025. So I think OPM is pulling the docs to remove the metadata.

Someone smarter than me might disagree, but the Executive branch can’t unilaterally change government agencies. Major reorgs require Congressional approval. They will not have a filibuster proof majority in the Senate. And without Chevron, the Executive branch will not be given much deference.
