When I hear the phrase "waste, fraud and abuse" the only thing I think of is the word order.
Why did reverse alphabetical order the words become the popular way to say this phrase?
Maybe it's because "waste" has a hard /æ/ sound?

Alaska USACE issued their energy emergency procedures April 15.
