I'm not 100% sure but I think those are part of the nets. It's fun to see the nets deployed in slightly different places each day throughout the summer and fall as I commute to and from the office! -Elin

Hi Joaquin! Those are buoys for the nets that High Sierra Brine Shrimp, the brine shrimp harvester and processing plant, puts out to catch shrimp. 🦐 So they're not gulls after all, but you have sharp eyes! -Elin
