And none of them got arrested even though they were carrying guns and spraying pepper spray on those they walked past. Police questioned them and let them go.

I don't think so. Moderate repubs don't like him. Let's see if he can confirm the most outrageous appointees he is trying to get in. I am betting he can't.

Congress is the entity that approves financial matters so no, Congress would not agree to it.
