That is, you set up the 'accidental' situation, then wipe your own memory so that the you that does the accident genuinely believes it to be an accident?

I think replicator credits were only a thing on Voyager because the writers were trying to come up with some way to make their resources seem more limited. I don't recall them ever being mentioned on TNG or DS9.

On ships in Federation space you can probably use the replicator freely.

The goalposts have been moved this far, no reason they won't be moved further.

Once federal court orders are ignored, I'm sure we'll still be described as getting 'close' to a constitutional crisis and a new line will need to be crossed before we're in one. And again when that one's crossed...
