Il congelamento a tempo indeterminato chiarisce che l’Europa non può essere lasciata fuori dai negoziati e così l’Ucraina. Per appropriarsi di quei fondiservirebbe una maggioranza di paesi europei favorevoli. E quindi rappresenta un importante arma negoziale dell’Europa per la situazione in Ucraina
