That sounds like Big Auto. They co-opted the term “jaywalking” in the early 20th century and campaigned nationwide to criminalize it and blame pedestrians for their deaths. Jay-driver was also a term used in pop culture for bad drivers, but the campaigns phased that out to focus on the pedestrians
