If I was running Canada, I would make a trade deal with China or EU. Anyone can use the oil. Nothing US can do - the protection angle is a joke as the US would never let China take over Canada under any circumstances.

Did you read the article you linked? The Trump administration backed down from this rule in 2019 after it was found to raise costs for seniors and the govt, but issued it in November 2020. "Drug companies will be encouraged to pass the discounts directly to patients at the pharmacy counter". Huh?
