Doesn’t mean they’re not being frugal when they used to have shows and parades for new releases, but TWDC of today is no longer that Walt Disney company.

Film representation in the parks is for the most part driven by the synergy marketing budget, not the parks budget. So it’s usually what the studio determines is the best spend. In this case looks like they paid for new character costumes, a Main Street window and this meet n greet.
