That's the ultimate check and balance and our demRepublicans who are now basically against their party are the issue that Our democracy will pay for everything each representative in the democratic party votes for.

Shutting down means anything they do without Congress backing is illegal. If you can't count on colleagues to say things in an open discussion and stick to party ideals then they are untrustworthy. They become one of the multitude of white crayons under orange Crayon dictatorship.
