I'm just looking at the image. Could the graph be any different? I guess it could be flat but without a Y axis, would there be any time in the future where the risk would be less as time goes by? It basely says "As time goes by, risk goes up"

The Coast guard's focus is 200 nautical miles from the coast of the U.S. Anything outside this is international water. The distance from Puerto Rico to Venezuela is about 500 miles. It would be intresting to know the jurisdiction of the boat where the boat was when destroyed.
