Because with "bus hrs" being typically 8am-5pm, during ST season, many of us lose ALL daylight hours to being inside a building (under florescent lights) & commuting in dark can be a gauntlet.
At least on DST, we have that extra hour to hopefully be free & enjoy.

We've already voted in Calif to be able to remain on DST year-round in 2018 but apparently requires Congress approval - JFC. So it's completely dark by 5pm, commute traffic is more dangerous, I'm falling asleep by 7pm/up at 3am!!
