If you really want to ban sites, have a look at Google's Gmail. Which is constantly breaking Australian Anti Spam laws by sending unsolicited spam emails.

Kids are already exposed to gambling. Every time they pass a news agent, Lottery. Every claw machine, Even Maccas Monopoly, it's all gambling. And one of the least of our concerns.
Whereas bullying, child sex predation are very real concerns.
And educating kids is far safer
