I know this may be hyper specific, but why is the 45 not considered a transfer at Chinatown when other bus lines one block further away are?

The neutral draft environmental impact report estimates only roughly 1k daily riders in this station, compared to over 10k in the other ones. The monorail costs significantly more per rider, is slower by up to 20 minutes, end-to-end, has smaller trains, and uses unproven tech. NO ON ALTS 1 and 3

On the plus side, the current alts allow for a protest sign like I saw at the Westwood community meeting:

It was an interstste-shaped sign with two sides. One was "Save LA from the 405” and the flip side was "Choose Alts 4 or 5”
