I don't think it's a big deal if it's scuffed. Just make sure you aren't dropping frames, makes it much less enjoyable for viewer and your PC. If you're dropping frames drop your resolution or bitrate

Depends on how high of bitrate you want to stream at. I used to stream off a laptop with a 1070ti. I'd realistically recommend a 2070 super or higher and an i5+ probably the last couple series.
