He essentially has like beetle thoraxes on his arms emitting the vibrations through their wings whenever he does his jackhammer move. And yes his arms have wings but they can't really be used for flight. He can like dash forward I guess and do the jackhammer, that's about it.

I want to add too, bottom right does imply some form of rivalry with some other alien(s?) who also had the same obtuse thought process of climbing up the ladders of an office job in order to assume control of Earth. They might be stupid..
