Or maybe she was just an Overlord before. Dunno.
This is just a theory of mine,born after seeing Vox getting that boost by Charlie's words.
I highly doubt that Vox's boost was caused by Charlie herself,by her power. I don't thinks she possess a power "to shape reality" as what she says.

She is not just a maid anymore.
She is Adam's assassin. She must be powerful,maybe some sinners are even afraid of her now.
The cognition changed from maid to Adam's murderer.
having so much souls afraid of her,ot just...cognitive of her,must have made her an Overlord.

The cognition around Alastor is that he is back and he is dangerous.
This is why he is so powerful.
And then Niffty: Niff was just a maid in season 1.
But then she killed Adam.
And the TV broadcasted it,it got on the news.
The cognition of cognition about Niftty changed.

Hell notice that Vox is now the strongest,the cognition of Hell changes.
So,due the shift in cognition,Vox is the strongest sinner.
The same goes for Alastor: he still had his staff broken when he fought Vox. But he was powerful.
Why?
Because he is back,he is making Hell shake in fear again.

I think that for Niffty works the cognition thing. I mean,i suppose the Overlord powers come from the cognition of Hell.
Think about Vox: he had a sort of power up when Charlie said he was the strongest.
But she did not make him the strongest.
She just pointed out.
She made Hell notice it.
