I think, to me, it comes down to, "what would make a reader stumble less while reading?" I think closing up the whole adjectival phase with hyphens is smoother for a reader since it joins the whole phrase together.

I went back and forth on this. In my mind, without the "only," it'd be a "local-access street"; "local-access" is a compound adj. "Only" modifies the compound adj but isn't a part of the original compound adj, hence the en dash. But all the words together form a larger compound adj modifying street

Similarly, the first sentence of the image you shared should be "Transit- and local-access-only streets are urban streets..."

(Again, using an en dash after "local access" if you wanted to be nitpicky)
