I haven’t had Crim Law in 20 yrs, but the criminal in your hypothetical was in the midst of an observed crime. The protestors are doing nothing wrong, so they can’t be charged with crimes committed as a result. Besides, hitting your colleague with a bullet is a work comp claim at best, not a crime.
