I haven’t read the book in full yet, but having read the articles it’s based on, I think Pinker would agree that the fully recursive knowledge state is not necessary, thanks to shared (representational) processes that facilitate mental coordination across agents.

Essentially, those observed features are symptoms(rather than causes)of a functional system.
