The time limit also gives an enormous advantage to large labs with pre-established projects for junior PhDs to pick up and write fellowships on. With the F32, you can spend extra time putting together a stronger proposal and get funded, even if the funding time is shorter.

It used to be F31>F99>F32>K99. Like the F31, the F32 provides 3 years of support and is only limited by how much time you have in your PhD. The K32 puts a strict limit of 2 years into postdoc. The K99 is now out to 6 years but very competitive. That leaves little for the mid-stage postdocs.

I wonder what happens to the F99 now. The F99 requires more data and ideally a paper from pre-doctoral training but has significant overlap in training coverage and also no citizenship requirement.
