I don't know about what can be done. I am not an expert in Congressional proceedings. What I do know is that when Republicans were in the minority, they found ways to stop Democrat initiatives. I believe there are ways to stop Trump, but no one is displaying the backbone needed to take the lead.

The difference is Osama went into hiding and ultimately paid with his life. Trump, on the other hand, was given immunity from prosecution and was elected President.
