Couldn't you just use a different rate based on exiting road tax?

I'm not saying we shouldn't incentivise EVs but there is a fairness point that they need to contribute to the upkeep of roads etc

If you really wanted to be bold you could wrap in abolishing tolls and road tax. Would feel like a fairer system as you pay for how much you pollute and also how much attrition you cause the roads in one tax. Would create some perverse incentives though like buy a range rover & drive it 500 mls p/y

Mileage recorded at MOT/sale is surely easiest option? Could there not also be a trade off here in reducing fuel duty and moving all cars to this scheme?
