Also…..the school authorities have to take into account both current and forecast conditions inside and outside the city. The most problematic forecast is for rain/freezing rain. Seen times schools closed due to icy roads outside city but rain inside with temps hovering around 0C +/- a degree or so

2) I would bet that the package this am would have indicated that most of the snow had already accumulated with perhaps an additional 2 cm. Wind and temperature not a major factor. Suspect any decision re possible closures would have rested on current/expected road conditions

1) I used to brief the school districts awhile back. Also prepared numerous weather briefing packages for NBEd. Decision -makers would use the package as one of their tools ie road conditions, non-weather input came from other sources.

ECCC will use the CoCoRaHs (volunteer observing network which I participate in) observations from this morning to verify snow depth at 8 AM. Most Freddy obs were reporting a trace at that time

Technically it would be 8 am AST or 12:00 GMT. Also consistent with NOAA/NWS definition in the US.
