It was great to present (w/Cecily Rose) on dialogue between ICJ judges & counsel at the Sixth Scottish Conference on International Law at the University of Glasgow this week. Many thanks to @jamesgdevaney.bsky.social, @cjtams.bsky.social, @matinapapadaki.bsky.social for hosting a marvelous event.

And that is just the tip of the (melting?) iceberg. NGOs will celebrate. But will the ICJ’s big statements on attribution, responsibility, and reparation be politically acceptable to states? Or will states use the ICJ’s more sweeping statements to dismiss the advisory opinion out-of-hand? 2/6

The UN Group of Human Rights Experts on #Nicaragua released a damning report yesterday that gives a detailed account of grave human rights abuses by the Ortega regime. The report also calls for states to consider bringing an #ICJ case against #Nicaragua. t.co/UTKVFQnIJJ

The #ICJ will hold a public hearing on #Sudan’s request for provisional measures against #UAE on April 10. Sudan’s case alleges UAE’s complicity in genocide based on its support to the Rapid Support Forces in Sudan’s internal conflict. A few short thoughts:

New #ICJ case: #Sudan v #UAE based on claim that UAE is unlawfully providing direct support to the RSF, which Sudan accuses of perpetrating #genocide against the Masalit. Sudan seeks provisional measures.

The ICJ has resolved the uncertainty surrounding Judge Salam's resignation by electing Judge Iwasawa to serve as its President for the remainder of the current term (through 5 February 2027). This appears to mean that Julia Sebutinde will continue as Vice-President (and not Acting President).

Judge Julia Sebutinde is currently the Court’s Vice-President. The question is whether the Court would elect a new President/VP following an election to fill the vacancy caused by Salam’s resignation. My best guess is they would not & that Sebutinde would become the President (until Feb 2027). 2/5

I spoke with L'Orient-Le Jour (French language daily newspaper in Lebanon) last week to discuss the @amnesty.org report on Gaza and its conclusion that the situation now meets the legal definition of genocide. Here's a link (paywall): www.lorientlejour.com/article/1438...

In relation to last week's meeting between #IPCC scientists and the #ICJ in the lead-up to the climate change hearing (discussed in the thread below), Cecily Rose and I expanded on some of those thoughts and concerns over at

Starting next week, the @CIJ_ICJ will hold a two-week hearing in the climate change advisory proceedings. Today the #ICJ met with the scientists who have authored various Intergovernmental Panel on Climate Change ( #IPCC ) reports. I find this unusual and very odd. 🧵
