So...is the FBI leaning on No. 2 here on its exceptions when recording (peacefully & without obstructing duties) is permitted? It was a presser, and unless the hallway just outside the room is somehow a sensitive location, I'm not sure how that would apply. 1, 3, and 4 wouldn't apply.
