With Venezuela being guaranteed economic stability, less corruption and general safety, and Brasil being able to take advantage of everything that comes with the venezuelan land. (keep in mind I'm using them as an example, but it could be between any country)

Imagine if I'm Brazil, now imagine if Brasil is actually a rich, stable, non corrupt country, then I decide to propose Venezuela (who is in a very unstable state given it's election and public revolts) a union of both countries. With Venezuela now becoming part of Brasil, benefiting both parties 1/2
