Duh, it's not EITHER but BOTH re: systemic vs individual #climate action: "people more willing to engage in hi-impact climate action themselves, & who believed these actions to be more effective, showed more support for systemic solutions & a stronger perceived need for structural change."

Do you really need more evidence that government oversight is CRITICAL for protecting people? This example is from the 2018 shutdown, but I don't think coal plants have gotten more ethical since then.
Coal plants emitted more pollution during the last government shutdown, while regulators were furloughed
As soon as the 2018-2019 shutdown began, coal-fired power plants started emitting more particulate matter pollution. And when the inspections resumed, the levels dropped back to normal.
