I've been (re)reading Olson's Abolition of White Democracy, which also shows how this strategy has been used time and again throughout American history for similar aims.
An extract from "Abolition for White Democracy" by Joel Olson: "Taken for granted by both sides during the war, the white working class was the swing constituency of Reconstruction, Du Bois maintains. If the white proletariat would join the Black proletariat and defend the gains of Reconstruction, the power of this united class would be unstoppable and "we should be living today in a different world."27 Yet this did not happen. Black workers were refused entrance in the House of Labor. Blocking them were not the capitalists but their fellow laborers, the white working class. Instead of siding with its fellow workers against a common exploiter, white labor chose to curse, condemn, exclude, and mob Black workers. Their choice doomed Reconstruction and working-class struggles for years to come. "When white laborers were convinced that the degradation of Negro labor was more fundamental than the uplift of white labor, the end was in sight."

Always worth noting that the rationale for choosing "certain" immigrants inevitably descends into meaningless references to "shared" values and ahistorical just-so assertions dressed up as "plain facts".
