With the timelines process wouldn’t be complete before trump admin takes over. So there is risk his administration would get to make the rules. By pulling it then next admin has to start from scratch and that takes months or longer.

The process used for these regulations (negotiated rule making) is lengthy and complicated but basically they get people together and if the whole group agrees (full consensus) it becomes the rule but if they don’t all agree then the department gets to decide.
