The statutes (and regulations implementing them) are the “consent of Congress” (quote from the Emoluments Clause) that makes the gifts authorised by those statutes compliant with the clause.

Strictly speaking, a candidate need only be male and, if not yet a bishop, willing to be consecrated one immediately (and, though not in the canons, the tradition would add if not yet a priest, to be ordained, then consecrated a bishop, and if not yet Christian, willing to be baptized immediately).
