Having had to go through the process to become one of those 926… I can tell you that it takes CONSIDERABLE EFFORT and LOTS of screenings and interviews and TIME.
Also, because it’s a BLOCKER, you can’t even make use of it unless and until puberty is DEFINITELY in process.
