Ah, alright then, all the (kernel) optimizations & efficiency gains there are for Ryzen 3000 are very likely present in all the popular distros already. So in that regard, any distro would serve you fine.

Since they said "good laptop" I'm guessing it means a new laptop, so it might be more beneficial for them to go with a distro that has more current kernels & packages, like Fedora.
For example, a few years ago, the Linux kernel got AMD P-state support for my Laptop's CPU, improving battery life.

Right click -> open with seems to only change the association for *that* file only, and no other files. It was very confusing to me coming from Windows & Linux Desktops.

For some additional info, if you were trying to change file associations (like open txt files with VS Code by default) you are supposed to right click -> get info -> hit the chevron next to "open with" and change the default application from there. That will then actually apply to every file

I've found this consistently happens when you right click -> open with -> (select some application) and tick the "Always open with" checkbox. You end up getting funny looking warning messages like these:
