I should have specified my definition of underage felons: children stealing cars, breaking into houses, killing, attacking or torturing humans or animals; many times these are committed at hours children should be at home. Turning up with guns or other lethal weapons at school is another example.

Incorrect, any research will tell you that a vaccine for measles is safe and prevents the infection. Parents should be responsible to act in the interest of a child. Just as they should be responsible for the actions of underaged felons.
