14/ It is largely a matter of voluntary co-ordination within individual national policy. Nor is there any arbitration. Operators, upon detecting a collision risk, rely entirely upon reaching mutual agreement on the correct course of action.

7/ The ITU, however, doesn’t perform an approval role. They merely allocate radio frequencies and orbital slots. There is no globally coherent policy - and therefore no global cap - on the number of satellites allowed into low earth orbit.

6/ Radio frequency spectrum and orbit slots are allocated by the International Telecommunication Union, a UN agency based in Geneva. Individual governments act as notifying administrations to the ITU in a process involving multiple regulators and operators.
