This tragedy had three acts.
First the camp was sited on a floodplain that had flooded before.
Secondly, the camp ignored a NWS flood warning issued 12 hours earlier.
Thirdly, the camp ignored a second NWS flash flood warning issued three hours before it hit.
Stupidity is to blame.

It might be the adobe tool, not the pdf. I was seeing the same garbage copying using Adobe Reader. I switched to Acrobat and the issue went away.
