I'm willing to believe that in the moment they figured "this is temporary and I'll definitely circle back around to it"
but also, this is why placeholders should be obvious and impossible to miss and I think if you use AI to get a "close enough" one you're already talking yourself into keeping it

Sorry for linking to X(cancel) but *weirdly* I can't find a ton of proper articles about it
but yeah, it was found pretty soon after release and apparently removed reasonably fast. But it did make it into the final product at launch and they'e claimed someone "forgot" to remove it

on the one hand, people have definitely memoryholed what the other 2 Prime games were actually like
on the other hand, maybe an argument that they really shoulda put 2&3 on Switch at some point to remind people that "incrementally more NPCs" was already the trajectory those games had been on
