It is especially painful that this happened at the close of a summer where crime was at an all-time low and progress was visible. Still, I am confident in the resources we have in place to keep building safety and trust, and to ensure our community feels secure moving forward.

The increasing frequency of such language creates a hostile environment, which prompted this need for formal rules to maintain a respectful exchange of ideas.
